I'd use the Diplomacy land combat rules, except with no construction or disbanding. Each player starts with three ponies (their claimant and two loyal retainers) and three supply centers. Victory condition is when a coalition controlling a majority of the supply centers agrees on a Queen (winner), a Grand Vizier (first runner up), and a High Steward (second runner up). Factions are eliminated as contenders when their claimant unit shatters (forced to retreat with no legal retreat path).
A secondary goal for play is accumulation of cash. Each supply center produces a unit of gold for its controller each winter turn, which may be collected and transferred. Eliminated factions may offer services as mercenaries, and thus may continue to compete for the "richest faction" consolation prize.
