Long before the notice was hammered onto the doors in town, the people on the other side were discussing the contents. It was no secret, they'd been warned it was coming. That didn't make the conversations about it any gentler

Dinah gave the guys an incredulous look. "Because it won't stop with the grain--"
Another explosion, and yelling. "--and it probably won't stop with the fire. We have to make sure it doesn't get worse." She took a breath. "And we can't use water to put this out--"
"That, we knew," Kirt put in, looking a little less stubborn. "Okay, directing bystanders. We can do that."
"I don't know anything about this kind of fire," Samantha said. "What do we do, if water can't help?"
Dinah frowned. "Can you put a dome over it? If there's no air in or out, it'll eventually manage to stop burning."
"I can try, at least."
"Great." Dinah saw some people fighting, and sighed. "And I am off to play bouncer. Or police chief. Back when I've got these guys under control."
"Farm boys," Mark nodded, already shedding his jacket and rolling up his sleeves to move things away from the fire. Things not on fire. "Been through this before."
Ulrich still had his look of confusion and Momoko grabbed his shoulder. "Riots happen when people think with their anger. All that they're going to want to do is destroy things and hurt people. We have to stop that from happening."
"But why? It's their town. It's what they want."
Momoko had to stop for a moment. There really wasn't an easy answer. "Because it's the right thing to do. When they're thinking with their heads, we'll let them do what they want. Right now..."
There was a crash of glass from a small distance away. And a child's scream. Before Momoko could even say anything, Ulrich was off and running in the direction of the sound.
Momoko was going to let Dinah handle the crowd for the moment, keeping a careful eye out for trouble. Dinah looked the most like one of their kind, so there was a chance she could calm them down

After getting Dinah's message and speaking briefly to Karla, Raven teleported to Dinah and Momoko's location. The group of Blood from Sidra had proven not to be some sort of assassination attempt on Karla, and even if they'd somehow cloaked any malevolent intentions from her, Karla was more than adequately protected by Warren and the others of the Court, so she'd felt she'd be of more use here, where there were injuries and panic.
"I am here," she said when she'd appeared in a burst of black smoke. "How can I help?"
"Gah!" Dinah was a little jumpy, and had smoke smudged all over her, hair wild. She grinned when she saw Raven, though. "How can't you? First things first, we've got a Queen down with physical and magic-use injuries. Then the kids need looking at, and oh, there's a riot." She paused for breath. "Hi, Raven. Glad you could make it."
The kids would definitely have to be lower on the priority list, simply because Raven's arrival had once again sent them scattering and screaming. Luckily Momoko and Ulrich were already tending to the wounded, and there wasn't anything too severe.
Hi Raven! Please accept Momoko's smile and emotional wave of relief as a welcome; she had bandages in her mouth and was trying to hold down a terrified ten year old screaming about the black smoke coming for them like it had his uncles.
Raven sometimes didn't remember how her sudden appearance could frighten those who weren't use to the way she would come and go. "I am sorry, children," she said, projecting a gentle pulse of calm and friendship to soften their fears. "I did not intend to scare you. I mean you no harm."
And the smoke was gone, see?
She nodded in greeting to Dinah and Momoko, then turned her attention to the injured Queen. Making certain she was well was a priority, lest they have to deal with any angry males. Raven knelt down beside Oxsana, holding out her hands to show she meant no harm. "Lady, you are hurt. May I heal you?"

*I will assist him!* Swift said, then was already galloping after Ul to help.
