They're versions of things like "babble," "blather," "chatter," and "blurt." All have different connotations. Wibble has an element of fear or anxiety to it, while natter is like babble but has an element of "will you shut up already?" for the listeners.
I was just wibbling a bit myself, for unrelated reasons.

Wibble. In addition to the element of fear there is a regression to childhood. The line "Mommy, help me!" might not seem too out of place in a wibble.
