Looks like a relative of the date palm. The birds are in the stems that once held the fruit. They spout at the top of the trunk, right before the leaves start. The leaves are not in the picture.

This evening I received the following:
Johnny, This is Achontophoenix cunninghamiana the Bangalow Palm, an Australian plam[sic] from Queensland and New South Wales. The palms were flowering and the lorikeets were feeding on nectar among the inflorescences. These palms are next to a bridge and one of them is clearly labelled[sic]. Sincerely, Bruce.
