Based on what you're saying he left because he was going to get married? And he moved to Boston?

Yep. A big through-line of last season was how much Olivia wanted her friend Stephen to have a 'normal' life. She knew that he was in love with a girl named Georgia, so she encouraged him to get engaged and settle down. Stephen did, but since he somehow never learned to keep 'It' in his pants, it looked like he was going to screw that up pretty badly. All the while we, the viewer, never get to see or hear Georgia. At the end of season One, it looked quite grim.

So it was a nice touch when, in this season's opener, Olivia told someone [and us, the viewers] that Stephen had moved to Boston and married Georgia, and that he was finally "getting his normal." It kind of gave me the impression that all he really needed, in spite of his deep affection for his old friend Olivia, was to get away from Olivia Pope and Associates, because that crew definitely ain't normal!

Ahhh, the excitement and expectation of what might have....what should have been. He had promise...if only Shonda had seen that and capitalized on it.
Her loss not ours.....and now on to "Tommy" and beyond! :)
