Agreed. There's no point of becoming easy pray for these creatures. The houses have food, water. It may not be the most entertaining, but it is better than attempting heroics.

If one wants for entertainment and is easily amused, there are televisions in the house.

Even if one must suffer droll boredom it is unmistakably a better option than scurrying about like terrified vermin.

I don't expect the citizenry to understand literature much higher than simple fables, and I certainly don't trust the reconstruction of a house when preformed by the undead.

Bomb threats, terrorist threats, a gun in someone's hand, a bank robbery, a normal robbery, graffiti, something else as meaningless as the last one... Panic in general is troublesome.
