I would protect everyone. What can you expect to solve if you only protect those who you think 'deserve' it? Besides, in that sort of situation, there likely isn't much time to think about who deserves to be protected and who doesn't anyway.

Leaving them unprotected wouldn't fix anything, and our problems would just continue. Of course, I suppose that sometimes, you just have to do what you have to do. You can't save everyone.
