The airbrushy thing she does to all her photos is very interesting. everything looks dreamy. Or maybe that's just you.

She does it less to other photos, but this one was taken by somebody other than her, and for various reasons came out a bit blurry in its original form. I think the main thing you're referring to is the "noise filter", but I'm hardly an expert.

It does look like the effect of a noise filter too, but it's turned way up so you can really see it. This is not the sort of thing where she's trying to hide noise. It looks like a deliberate choice to make the photos look, to me, kind of ethereal.

I just got a new camera recently, so I've been doing some reading about such things.
