its an LJ tag, on LJ when you make a post you can tag it. if you tag a bunch of entries with the same tag then click the tag link it takes you to all those posts that have that tag on it. so every post that people made for his birthday i tagged with "birthday picspam: pic-a-day 07" so when they click on that tag they get all those entries.
