We're all a bit sadistic that way, aren't we? We do like to see our heroes injured. I think we all just dream of being the perfect nursemaid :)

About Chloe, I think that's mostly what this story is about. She's struggling with her feelings for Oliver, and especially when she sees he needs help badly. I'm imagining that all of that inner struggling leads up to her outburst about the present in the next episode.
