So one of my jobs is at an afterschool program at the Jewish Community Center. On Tuesdays my coworker Hannah and I take kids grades k-2 to this indoor playscape the center has and before they go in, they take off their shoes and sit on the mat and we go over the rules (no running, hitting, climbing on the black nets, etc). Pretty standard

i wouldn't worry about telling his mom, i'm sure if she works with kids she knows that it's not uncommon for kids to act that way & will know how to deal with it.
