You're the second person on my f-list to mention this shirt this week. Must be new. So I'll sorta repeat what I said previously: Disney really doesn't have much involvement in merchandise. That's why there are often misspellings and things that don't make any sense at all (there once was a Great Mouse Detective pin of Basil and Ratigan that said "Let Me Be Good To You" which made some slashers go crazy). I think this shirt though is a huge fail...I mean who HASN'T seen the films? That or the designer is a Woody/Jessie shipper! It's not impossible.
I agree with you on the mixed emotions thing. The problem is originally Jessie was going to be a love interest for Woody, but then they decided they didn't like that direction and changed it. So it's easy to see some of the implications...like how they're both cow people like you said. I think that's why the non-shippers tend to make them brother/sister in fanfiction. I can definitely see how that would be believable.

Haha, I have that Jessie/Woody shirt! I always prefered them over Buzz/Jessie, so I'm glad Disney made a non-canon couple shirt of them. Though I agree, it would confuse people.
