you really should have discussed what you would do in a case of emergency with your parents or other form of transportation before bringing in animal into your house, but obviously there's nothing to be done about that now.
i did a google search on hamsters bleeding from their face, and every single resource said to bring the hamster to the vet immediately. since that is not possible at the moment, i would suggest calling a veterinarian and asking them if there is anything to be done. the last time i had a minor emergency with my hamster (he had accidentally gotten hold of a small piece of foam and ingested some of it), the vet i called was quite nice and helpful, and informed me of my options and the possibilities of what could happen in that situation without even making me come in and charging me for an office visit.

Yeah...bleeding from the eyes and nose does not sound good. Here's what you do. Make sure your ham is comfortable. If your hamster was hit or thrown or dropped by your cousins you should try to keep him in a small container so any injuries he may have gotten don't get worse by him running all over the place. I suggest you take the phone book and look through it for vets who specialize in exotics because they're the only ones who will look at hams. Make sure you explain to them your situation: you're stuck at home with no way to get to their office and your hamster is bleeding from his eyes and nose. Ask if they could please give you some advice on what to do until you can make it to their office. Any good vet won't let an animal waste away just because you're not there to pay them. I hope your ham is okay ;-;
this is why hamsters do not make good pets for younger kids and should be in a place where younger children can't get to them without being supervised.

And most vets around here wont tell you anything over the phone. I've already tried that.
