I know young syrians are rather jumpy and stuff. Mine is about 8 weeks old and he's just starting to calm down. Try sticking some toilet paper in his cage that has your scent on it. You can also take him in the bathtub with you to let him run around on you.
is he still a baby? i got my pringles when she was just a few weeks old and she would run and hide in her tube whenever i came near for the first month or so. i would just keep talking to her. and sticking my hand in her cage and giving her treats and eventually she realized i was a friend, not foe, and warmed up to me :) just keep trying to have snuggle time, talk to him when hes in the cage where he feels safe so he gets used to your voice. and treats always help to lure them out.
you can also try having him run about in a safe area. either an empty bathtub (with you in it), or a room which has been hamster proofed so that he feels free and can run on you and around you and see that its safe.
What a cutie! Patience and perseverance is the key. Try handing your hamster a treat and stroking him gently when he takes it so he gets your scent on him and associates being touched with a treat. The bathtub idea is great too. Just be firm but gentle when you do handle your Ham and talk to him loads. My hamsters will come out of their bed and to the top of their cage to wait to be picked up now- its such a great feeling to know you've 'tamed' them and made them confident little buddies!
A lot of it is really just giving them time to get used to you-- how you look, smell, and sound, and you talk sweetly to them (softly, if they're noise shy), and take things at their pace, and offer goodies but don't insist they take them from your hand at first, that kind of thing. It took a good 6 months for Yeti, I thought he'd never really be comfortable with us, but now he is very relaxed about being handled.
