a few hours ago I was holding Dewey. Since I know his mother came from a store with a really bad reputation for all the hamsters having Wet Tail, I like to check him every once in a while. So I flipped him over, he looked fine around there, but then I noticed one of his eermm balls was kinda bulging. It was protruding a lot more than the other one

About how old is he? Unfortunately older male hamsters are prone to testicular tumors, which would be similar to the symptoms you're seeing (enlarged, firm-feeling lump). I would contact your vet about it and describe the problem to him/her-- s/he might either choose to neuter or leave it alone depending on his health and age.

He's still a baby. But the lump has gone down quite a bit, it isn't really there anymore

Weird, maybe he just scratched it on something and it was irritated? Good to hear he's looking better!
