I've put shirts over ham cages before and it doesn't seem to effect them. Though I did it when my apartment was cold so I'm not sure about your situation.

Geez that's scary though, stay safe!

You could fill up a water bottle with some ice cold water and put it in the cage with a towel wrapped around it and your hammies can snuggle up to it to keep cool if they need to.
At least I know you can do that with rats.

That's awful...I'm just going to echo the idea to use frozen water bottles or ice packs wrapped with a paper towel. They can snuggle up to them if they get hot.
