Um. Handcuffs. Couldn't they have just, I don't know, cut off his hand? He came in with a SWORD, after all. I mean, John already referenced Star Wars, so it would serve him right, right? Is it wrong that this was my first thought?
I saw this clip on the previews and my first thought was duh, hacksaw anybody?
John's "join me" speech is just a biiiit cheesy. The music doesn't help. It's all painfully Doctor Who, isn't it? I suppose this is intentional. Those of us who watched S3 saw Jack turning down a chance to travel the universe, and now even those who only watch Torchwood see Jack doing essentially the same thing. We get it: he wants Earth, wants Cardiff, wants his team. I was getting a Star Wars vibe from that scene, you know the one where Darth Vader tries to get Luke to join him.
See below. It was Ianto's first thought, too, so we are in good company!
Star Wars is an interesting connection that I didn't think of, but honestly it might have been more of what they were going for. Considering the "Help me, Obi Wan" and all.

Actually, on my second time watching it, I swore I heard Ianto shout "Cut off his hand!" as they were scrambling out of the Hub, and Tosh replied "We can't; it'll detonate." Or something very like that. But I'll have to watch it again to confirm.
The first time I saw it, I think I missed part of the line and assumed he met cutting the bomb off. But no, I just rewatched it a couple of times and you're right!
Ianto: Can we cut his hand off? Tosh: That would activate the bomb!
I'm still not clear on why this should be the case, but... I concede.
I'll just take pleasure in the fact that Ianto and I had the same thought. :D
I didn't hear that until I went back and re-rewatched it. To me it sounds like TPTB realized that they'd left a big plot hole open and quickly put in those lines to cover themselves.
