Needs the caveat:

Only applies to those jobs that are internally organized with at least a quasi-authentic meritocratic structure, most definitely not applicable to those many jobs in which cuts will be made sequentially on the basis of seniority alone, which is more of them than you might suspect.

In any event, it'd be a good time to have sex with your direct superiors.
