All specifications aside (your photo looks just fine to me), that letter they sent you was EXTREMELY unprofessional. I would send that letter up to the director or president of the company and tell them that you'll cooperate with their specifications, but to please not have their employees type unprofessional letters that berate applicants.
I honestly think you should report that letter to the company. That employee shouldn't be working there if they're typing up crap like that.
I know, tell me about it! T_T Except for whatever reason, this lady's already the assistant director; her e-mail's even displayed as the main contact on their website.

very unprofessional of them - I agree. Have you tried this free one for passport photos from http://www.ePassportPhoto.com? I'm pretty sure they wouldn't tell the difference between the local photo-shop and this one if you do it yourself - what da ya say?

I'd email her boss and let him/her know that the photo directions sent in this rude email were not specified in the packet you received and you’d appreciated if the author of the email would write more professionally.
I bet she didn't mean you, though, if it helps! That looks exactly like a passport photo. I'm guessin' she meant more like those unspecified people laying around on couches or whatever.
