The forgive would be Quatre.

... hmm, I'm sure Dorothy won't do anything bad to Quatre after all those years, but it seems like Trowa is not yet ready putting down his guard around her whenever she and Quatre interact. Cute. :D So cute.

It probably doesn't help that Quatre seems to like Dorothy quite a lot too. Not as much as Trowa of course, but he forgave her a lot faster than most partners would like.
