Looking at the Gimmy Figumate, it appears that the top in front goes down to a little below the armpit; in back it has a strip about half the width of the back that goes down to the waist, and it is one piece with the pants. A belt that has a gap in front goes from hip to hip over the pants part of the suit. (Or it may just be incorporated into the pants.) If I've interpreted this correctly, the white on the torso is the inner/under portion, but the white at the crotch is outerwear.
The Figumates are stylized but generally seem to get the character design details right, including costumes.
