I can understand about the losses. I have noticed that the departures always increase during winter season.

The way this City is run would seem to resist all attempts at order and any kind of sense that could be classified as "common". It would not surprise me if it actively abhors logical people.

As frustrating as it might be to those with common sense who are trapped here, it's obvious that removing them could only hurt the city insofar as those left are concerned.
