They were parked in a no-parking zone, so there was no meter to pay.
Personally I'd rather have them (police vehicles, on-duty) parked in a no-parking zone, than taking up one of the rare meter-spots, or non-meter legal spots. CC parking sucks.
No, it wasn't an "emergency" but they technically were "on-duty". Besides, if they were booted, it would be a lot harder to move their car if there WAS an actual emergency.
