Have you considered getting a bucket from the dollar store and filling it with ice and cold water to soak your feet in to keep cool a bit? I use to do that and dip a wash cloth in it for my neck sometimes.

I just awoke ten minutes ago covered in sweat and looking over I saw that it's 90•F in my bedroom and 96•F outside. I hate when I forget to turn on the air before I go to sleep. I hate this heat!

Sounds like what Brisbane calls "an average Summer." Vodka and nudity, it's the only way. I speak from years of experience.
