No, no - dogs shouldn't be held accountable at any age. People who, for example, own pitbulls that eat the mailman or somethin' should, themselves, be euthanized - not the dogs. :b

I think you've taken this literally :P I think what they mean is, are parents responsible, in that it was how they raised them, the caused the criminal behaviour?

Legal responsibility aside, it's a case by case basis I think.

The words HELD responsible and CRIMINAL behavior are good clues that it's a literal question involving the law. No case-by-case; the law is the law. If parents find themselves with a "bad seed" and all their best efforts to make their bouncing baby sociopath straighten up and fly right lead to failure, it is of course their responsibility to dispose of the child, preferably before it lives long enough to vex the rest of us. :b
