It seem that when I sent the transcripts for my two recent classes to UCSC, the admissions office rejected the Locke seminar with a note saying, "Graduate level, no notation about being open to undergraduates." In other words, the class was too advanced for me to get credit for it.
So now I have to get a letter from the UCSC philosophy department saying that they're fine with accepting this class for my major requirements (I already have an email to that effect which I was told I could just print out) and a letter from San Francisco State (where I took the class) saying that the course was in fact open to undergraduates with the professor's permission (which I had).
I just hope SFSU doesn't get anal and say that it doesn't matter what the prof says, the course isn't open to undergraduates. If that happens I might seriously consider forgery.
