When I did a custom Tumblr theme, I traded some graphic design with a friend of mine who was a developer, so all I had to do was prototype what I wanted in Photoshop, and then send it to him to code up. If you don't know HTML coding, and don't feel comfortable wading through all the Tumblr documentation, I would suggest trying to find a dev to work with. Very few dev's know how to design, and often they are open to trade (because Tumblr is a super simple system to code for, evidently, it probably won't take much of their time).
