Uses one layer of Selective Coloring.

Base taken from
dont_be_so_base.

1) Start with your base and sharpen, lighten, do what ever.  This base was light enough, so I just sharpened once.

2) Open a new Selective Coloring layer.  Use the following settings.

Reds:
 C: -100
 M: 100
 Y: 100
 B: 100

Cyans:
 C: 100
 M: 31
 Y: 75

Blues
 C: 100
 M: 100
 Y: 100

3) Dark blue Color layer- 131a2e 100 % Exclusion

4) Light Blue Color Layer- b8e6fc 100% Color burn ( I duplicated this layer and set the duplication to 50%.)

5) Take the following texture and place it under the color burn layer (the top one if you decided to duplicate).  Set to Overlay.

6) Add text, brushes, and voila!
