Made using Adobe Photoshop CS4 (translatable)

1. Open the image you'll be using, crop it to 100x100, and sharpen it once. Brightening isn't necessary unless your image is very dark. You want something close to this:

2. Layer >> New Adjustment Layer >> Channel Mixer, Uncheck monochrome, apply these settings:
Red: 106, 4, -14, 0
Green: 0, 100, 16, 2
Blue: 20, -16, 106, 0

Set to screen at 48% opacity

3. Layer >> New Fill Layer >> Solid Color
Fill using #b604b3
Set to exclusion 34%

4. Create yet another channel mixer layer with these settings:
Red: 107, 10, -15, 0
Green: -10, 103, 8, 0
Blue: -55, 60, 103

5. Layer >> New Adjustment Layer >> Color Balance, Input the following settings:
Midtones: 32, -17, -29
Shadows: 15, 4, 45
Highlights: -23, -13, -20

6. Create a new layer and fill it with #c0c0c0, normal 28%
However, instead of leaving it on normal, you could change the settings to color burn if it applies to your icon better. If at the end, you don't like it, you can adjust the way you see fit.  (I set mine to color burn 28)

7. Return to your original background layer, duplicate it, bring it to the top and set it to soft light. (If previous layer on color burn, you may need to lower the opacity a bit)

Finishing touches:
- Because I normally sharpen my images when the product is complete, I sharpened once and then used the sharpen tool around the lips and eyes.
- I used the dodge tool for the lips and eyes for a brighter, more drastic effect.
- I used the blur tool set on 50 %  strength for the skin.
- Lastly, I applied a 3 px white stroke around the icon and added a dotted border to finish it off!
