I think it's encoded in his DNA to be nasty to any Weasley children in his class. Poor Hugo, turning into a Neville-like student in Potions class.

Sometimes I wonder what it is he's got against Weasleys. It's not as if Arthur was one of the Marauders, after all. I sort of suspect Fred and George are somehow to blame.
