The way I would interpret that sign would be that the store is in fact called "Gentlemen's Gentlemen" and they are announcing the fact that they do haircuts both above and below the shop name. Now, as far as the apostrophe on the first haircut's, I've got nothing to say other than someone made a typo?? And somehow nobody caught it before it went to print??

OR (I just thought of this) perhaps they were divided on which version was the correct way, and so decided to just use both and that way they would be guaranteed at least one to be correct?
