I'm a bit rusty on my law but I'm curious if South Carolina Mutual Recognition for licenses includes marriage licenses. They can do what they want, however misguided, in their own state but to not recognize licenses validated in another states jurisdiction would seem a violation of MR.

South Carolina does something really tricky with MR, if my experience with getting a Driver's License here is any indication. They recognized my NY Driver's license just fine, however they added that if I wanted to obtain an SC Driver's license, I have to get automobile insurance liabilty - even if I don't have a car to obtain title from. I imagine with professional licenses, SC imposes similar insurance requirements - since having that liability protection is part of the state's public policy.

For South Carolina, you have this section of code:

SECTION 20-1-15. Prohibition of same sex marriage.

A marriage between persons of the same sex is void ab initio and against the public policy of this State.This provision is already in the Code of Laws. There are also provisions for Common-Law Marriages that Sean and I now qualify under. What they're suggesting here is to amend the damn State Constitution with this, and I have SO many problems with it since it not only puts further restrictions on same sex marriages yet it also slaps ( ... )
