Emma is a high-grade telepath. I'm assuming this is a psi power? (Unlikely to work in any case; Emma is perfectly capable of using telepathy to control her own emotions if needed.)

Well.... I like theorymeeping; I hope you don't mind. I can think of three ways offhand something like that would work, and some people would resist one more than another.

Most often, it would be an emotional variation of telepathy, blocked by telepathic shielding and the like. Touch would be necessary to strengthen the contact.

Occasionally, it would be pheromones, blocked by air filters and the like. Touch would be necessary to customize the pheromones to this individual.

Very occasionally, it would be a physical alteration of the biochemistry -- in order to create fear, you'd stimulate the adrenal gland and some other stuff to see that you created a flight reaction instead of a fight one. Touch would be necessary to physically carry the power.
