Or she bugs other titans/friends if they're up too.
I somehow just assumed that Tim is usually the one who gets the buggin's. Because really there is no "if" when it comes to the Batfam and being awake in the wee small hours of morning.
Yeah I'd imagine he's the one she usually talks to at 3 in the morning. I know for a fact she's up before dawn anyway, Kory's bugged her during her morning meditation to come watch the sunrise with her before so. I stick with that here too.

I think it's like... whichever Bat happens to be in the tower, they're usually up the earliest/latest. Then Raven with her morning meditations, Starfire with the powered-by-the-sun thing and then the rest of the team. Roy will sleep as late as he can get away with... I can't decide if Wally would be one of the late sleepers or not, what with his metabolism. :lb

Ruka1 has nightmares pretty regularly, and it's ... pretty visibly obvious when she has them. When she can't sleep, she usually lies in bed and hopes for sleep; sorts through her deck of cards if she's feeling particularly morose; hang out in the kitchen and make tea. (Sometimes Edgeworth would be awake, sometimes not.)
Ruka2 ... also likely has chronic nightmares, relating to the night her father was assassinated before her very eyes, so she usually cuts. Or, she did, until cutting had a risk of turning her arm into a shuriken dispenser. She's had to get creative with the self-harm, but... yeah.
They've both seen a lot of people die; it happens. Uh, Ruka2 isn't too heavy of a drinker, but she canonically, like, tries ripping her goddamn arm open with a razor? She's got a really high tolerance for pain, so she basically just tries to beat the shit out of herself until she passes out without actually breaking the skin. As you can imagine, this is pretty tough; she's contemplated jumping out a window, but isn't sure what would happen if she broke a bone but didn't break the skin.
Abbey makes me daw... Especially the idea that she and Teddy have had semi-lucid text conversations at like 3am.
I never have figured out if creepers sleep or not. I think they merely do what they were created to do and continue to creep. Which really just makes them that much creepier. u_u
Norman DOESN'T sleep. It's been confirmed... somewhere that he hasn't slept since he rose to power, so I'm going to assume work work work, crazy crazy crazy, coffee coffee coffee, maybe sometime to like. Lie down. idek. Dream about Del.
Felicia probably sits on the roof or goes out and about around the city.
Chronos probably makes tea and reads. BIZARRO... idk, might have fun watching TV? Flying to a zoo and freeing the animals?

Delirium doesn't sleep, moot point.
Ivy has several herbal teas and the inevitably goes and chills with her plants or in bed with Harley, whatever.
Kotomi reads and inevitably stays up all night because she's reading.
Marv does not sleep ever. Which explains a lot.
