I kind of like that about his writing, really. Well not that I don't find the mythology behind stuff interesting, but the fact that his universe isn't hung up on some great being or beings. And at the same time faith and hope and belief are very important, but from the perspective of the people, not the god/s. The Doctor believes in Rose. The people in Gridlock have their faith.
OK, so many the Doctor kind of God-ifies himself a bit sometimes, but that is usually a sign of BAD THINGS. OH CRAZY!TEN, HOW YOU NEED THERAPY.
And Bad Wolf!Rose was close to that, but it was about Rose Tyler saving the Doctor (and Jack). Just like the devil in TIP/TSP ended up being more about the people there than the dude with the horns ( ... )

Also, about the possible return of Gallifrey, everyone assumes that "It is returning" refers to his planet but I never even thought about it until I read someone's opinion, I dunno, maybe the prophecy is about something scary and powerful from "before Time" or something, and it sounds threatening and I don't think that Gallifrey is the biggest threat, even the Master isn't, someone brought him back and he's just an associate, so I think we've yet to find out what exactly "It" is...
Also, when did RTD ever do anything that everybody thought he'd do? Since Gallifrey is the most popular version I don't really believe in it XD
