No, it was merely that...[Jack ran across the branch and leaped fluidly onto the ground nearby.]...there were not storms and rains of such strength in the future ruled by Aku. It was often very desolate and barren, but no, not quite a desert.

Yeah, I was a wanderer back home myself, but I've found I've grown very fond of living in the village and being able to talk to my friends quickly. Although I'd be lying if I said I'd never want to travel from town to town again.

I traveled out of necessity, to find a way back to my own time or at least defeat Aku. Since it seems neither are here in Luceti, I believe that my need to wander can be satiated without fearing a flood washing away what I staked as a home.
