In a little-known subculture are Shifters, people with the ability to shift into a wolf. They follow general pack rules, either within their own families or separate and make their own. Even if only one parent is a Shifter, the child will be. You are or you aren't. There's no half about it. Optional to the filler if a non-Shifter mother can gain the ability after carrying a Shifter baby in her body for so long
