when you say goop, do you mean the stuff in the metal tube that smells like death when you use it? (they have so many different names I never know, but it sounds like it, I use E6000) most of them have semi-cure at a few hours but they continue to gain strength during that 24, and while they cure they emit their solventeriffic fumes. covering it in something has a chance of either interfering with the cure or turning into a horrendous goopy mess due to chemical interactions.
gesso, I dunno. it's water-based, so it shouldn't have any weird interactions, but you might not get as strong of a bond, I've had that happen using acrylic paint over not fully cured glues.
