This tutorial is super-easy, and I love the outcome. Brief knowledge of the GIMP is required.

1. Start with your base.

2. Go to Filters --> Colors --> Color to Alpha. The color you want is white.
(The preview image looks crappy beause I had to say .gif)

3. Make a new layer and fill it with a dark purple. Drag this layer below the base layer

4. I used Filters --> Light Effects --> Supernova and put the nova thing where her face is. (70, 41) Make sure the nova's radius is 33.

5. I played around with the Hue (Layers --> Colors --> Hue and Saturation) and decided on a gold-ish color.
