It is possible in theory. However, there are a LOT of different techniques that were used in the image that you linked. Some of those techniques even look a bit more like they were hand-drawn and worked in an illustrator program like InkScape, which is an entirely different animal from GIMP.
The thing about blends and composite images like this is that it's better to learn the techniques that make up the composition than to learn the composite technique. In the case of this particular image, I wouldn't even know where to begin in identifying the individual elements and techniques. Look through GIMP tutorials.net to see if you can identify some of the techniques you hope to recreate. That's as good a place as any to start

Like the person above said, it looks like a combination of effects...maybe "artistic- pencil sketch" and "artistic- water paint effect", maybe "photo- effects- black and white" on some sections...
