I understand that gold farming is banned partially because it is used by Chinese criminals to obtain passwords &c.
They use people like Dave to farm. Many economic theories suggest full legalisation would produce market forces which reduce the profit from criminal use, so your suggestion might actually be even better for Dave (and everyone else in the MMORPG) than you thought.
