I completely understand where you're coming from, having remained a Psychology major for this long...
Don't worry, maybe give it a chance.. are you certain you don't just have some bad classes or teachers?
It really sucks about the government thing... but you're right, just because you don't get your undergrad degree in that it shouldn't close all doors. If you really want something I know you have what it takes to make sure it happens. Anyway, isn't government worth being near DC? Can you still get internship type opportunities without the official major? Have you asked your dad, maybe?
But at the same time, as much as I would hate to see you leave, you shouldn't stay here if you're really doing something you hate... just don't make any decision too quickly.
