Made in GIMP 2.
Fairly simple and translatable.
Uses color balance and floodfill layers.
Do NOT hotlink any of the images!

1) Open your image and crop to your liking.


2) Duplicate the base 4 times. Now you have 5 layers.


3) Take the first layer and go to Filters > Blur > Gaussian Blur, and set it to 5 or 6.


4) Keep the second layer at Normal, but lower the opacity to 50%.


5) Set the third layer to Screen, 100% opacity.


6) Set the fourth layer to Soft Light, 100% opacity.
Now go to Layer > Color Balance, and use these settings:
MIDTONES -
Red: 65
Green: 40
Blue: 45
(I use these settings often.)


7) Set the fifth layer to Soft Light, 50%.
Now go to Filters > Blur > Gaussian Blur and set it to 5 or 6, as before.


8) Open a new layer and floodfill it with #7ae6f6.
Set the layer to Burn, 70% opacity.

 

9) Open another new layer and floodfill with #fdb2b2.
Set this layer to Soft Light, 80% opacity.

 

10) Type some tiny text (I used the following brush made by me and lowered the opacity a bit) or add whatever effects you'd like, and you're done!
