I lay the most blame on shooting the kids on Trombley. Godfather did declare it a free fire zone but I imagine he assumed the men would know their targets were legit before firing on them. I think that's a good point. Command seem to see the battlefield like a chessboard, without taking into account the individuals involved. The freefire zone looks like a good tactical move in that situation until you factor in young, sleep-deprived, inexperienced Marines - and young Marines like TROMBLEY in particular. He fucked up, simple as that, but he wouldn't have been able to make that fuck up without being enabled by command.
I think the blame can be laid on Trombley and on Godfather. First, God father for issuing the change in the ROE, and Trombley fro being a fucked up psycho and not knowing who/what he was shooting at

I love that little speech of Walt's because it's like, the longest he speaks in the whole series, and I'm really fascinated by the wording and speech patterns. Because I am in love with him and a total dork, sigh. But the way he says 'boy' especially, just GETS me.

Like Evan Wright, I actually really like Godfather, generally. In Screwby I tend to stay pissed at him the whole time, but he really was in a difficult position. Unlike those watching, he wasn't omniscent of what was going on in every team and company. He had to make hard and fast decisions on limited intel, and his mission was changed nearly daily.
ITA. he seems like more or less of a bastard depending on the specific situation, but if you look at his position and situation on a larger scale, you see that he's doing the best he can. and especially at the very end, that last conversation he has with Reporter.
While Godfather can frustrate me, I also like him for the most part. I think he was being put in as difficult a position as his Marines were with the plan for this war. He made the speech in the 1st episode about how this was far from what Recon Marines are trained to do but he can't tell a general "I don't do windows".
