The front bit is pretty easy to do... it's upward facing knife pleats up the sides of the skirt. I've got that pattern if you want to take a look. It'll give you a little bit of style while still covering your legs.
I like the swag a lot. Overlapping fabric folds are always full of win. I'm pretty sure the sides of the polonaise do the same thing with the upward knife pleats. The front gets pleated down and the back gets pleated up, if I remember correctly.
It was really fun to make the bustle, I'm glad I allowed myself to be bullied into it :) Oh, and I've been meaning to tell you - my duct tape double stretched a lot without even stuffing it firmly, like yours. Hence the corset on it to force it back into my general shape. Weird. I never thought of duct tape as stretchy.
I think I saw you across the Mariott lobby, but I was on third floor of the lobby and you were on your way down to the first floor of the lobby. I briefly considered yelling, "HEY! TRUESEVEN ON LIVEJOURNAL!!!" but thought better of it.

As for the bustle front, I think a simple swag front would work well:

And I'm glad you're happy with the bustle. I think it really worked with your outfit, and it wasn't that hard at all to do. :)
