Nah, the icon's not related to Penny Arcade at all. You would need to be familiar with Katamari Damacy and the Saturday Night Live skit with the Roxbury Guys.

I haven't seen the skit, but i've watched enough of KD to get it... took me a bit to figure out the "Hey, they're in a car! OH I GET IT!"
