I like #2 better than #1, for two reasons: literary references that inspire the audience to read classic literature are just BETTER than another giant-special-effects, threaten-the-Queen plot; and no Rose Tyler. Doctor companions can crush on the Doctor all they like, but it's just ... weird ... to have the Doctor crushing back. Like a favorite great-uncle who's suddenly dating a girl in your junior high school class. o.0

The inspiration for the animated Eiffel Tower actual came from Chesterton's "The Outline of Sanity," when he refers to the tower walking across Paris. I thought, man, that sounds like a Dr. Who plot:)
