I agree. I think it's kinda strange that we haven't heard anything official - I think we did last series around, didn't we? And much, much earlier...
people are likely not to even realize it's they made a third series until it's over
This makes me worry.

Part of the problem might be it doesn't count as a drama but as a history program, it was commissioned by that department.
And for the ratings-they put it up against the celebrity jungle--and it did well(perhaps better than expected). The second series did even better than the first-- without much promotion.
Channel 4 put the heavily promoted " Any human heart" against Garrow's law, received lots of awards but few viewers...but it was co-produced with American money which seems to be always a reason for a publicity-overkill.
Doesn't help much if the audience doesn't like these programmes(see"outcasts").
Mark Pallis said on his blog that he has already seen a few snippets of the first new episode and he thinks it might even be better than the last series...

And they'd be idiots not to try to cash in on the historical drama loving Downton audience once that finishes...
Also Sunday at 9 is Rupert o'clock. Everybody knows this... (Garrow's Law, Sherlock, Scott and Bailey, Single Father, etc. etc. XD)
