Round 2 sign-up

Just Quick: garnerlims has a new layout using herm_weasley's winning header. The layout turned out pretty okay I think. :) ...well in my browser anyway.

So, Round 2 sign-ups are now open but to make it at least worth running it'll go ahead once we've got 15+ sign-ups. So if you can help promote the community that would make you 100% awesome AND get you an extra skip
