[Despite all the paper pushing she did within OZ and Preventer, Une's image appears flustered following her first encounter with Vogon bureaucracy. It's not exactly easy filling out forms after being casually told everyone you know is now dead. OZ has been disbanded for well over a year now. Preventer is a completely independent entity. Still, any potential recruit would be a boon to me considering the current situation.
